PROBLEM TO BE SOLVED: To identify a VM (virtual machine) being affected upon occurrence of a failure in a network.SOLUTION: Information of the link between devices is stored in a link table 11, and information of the link where a virtual network is set is stored in a VNW table 13. A physical path creation unit 21 creates a path table 14 by using the link table 11, and a VNW path extraction unit 24 extracts a physical communication path, where a virtual network is set, from the path table 14 by using the VNW table 13. An association unit 26 associates the communication between VMs and the physical communication path by using the path table 14, and creates an association table 15.
