PROBLEM TO BE SOLVED: To provide a system for forming a radio network by allowing each communication station to carry out an autonomous distributed communication operation.

SOLUTION: When a transmission data kind and a transmission destination terminal are selected in the radio network which is constituted of the plurality of communication stations with each section operation level set therein, the operation levels of the respective communication stations are referred. Then the increase of response in the whole network and the increase of throughput by the response increase are attained by preferentially performing data transmission when the communication station with the lowest operation level exists and also transmission right intended for the station is set.
