PROBLEM TO BE SOLVED: To prevent freezing using a temperature sensor 9 for detecting evaporator temperature and to enhance control performance. SOLUTION: This device includes a temperature computing means 100 for producing a first signal correlated with the temperature of the lowest temperature portion of an evaporator according to an output E of the temperature sensor 9 and for converting, using a time constantτmatching heat load conditions 7, 23, 24 and 30 affecting the state of heat exchange in the evaporator, the output E of the temperature sensor 9 into a second signal Eτcorrelated with the temperature W of air spit out of the evaporator; a freezing preventing means 200 for controlling the amount of refrigerant supplied to the refrigerator, while taking the first signal of the temperature computing means 10 into account; and an air-conditioning control means 300 for controlling each air- conditioning equipment while taking the second signal Eτof the temperature computing means 100 into account. Thus, the control performance can be enhanced in a similarly way to control over air-conditioning at a usual air temperature W.
