PROBLEM TO BE SOLVED: To obtain an operation control system for portable telephone set which appropriately changes action setting. SOLUTION: A portable telephone set 100 accurately measures its location from a signal transmitted from a GPS satellite 400 and registers at least two kinds of action corresponding to the address of the measured location. When the telephone set 100 moves from a first address 10 to a second address 20, the telephone 100 calculates its new location and transmits the calculated locational information to a management center 300 through a base station 200. The center 300 transmits the information on the second address 20 and an action setting to the telephone 100 through the base station 200. Upon receiving the information on the second address 20 and action setting from the station 200, the telephone 100 is selectively set to the action setting based on the received information. Consequently, the user can be prevented from forgetting the change of the action setting of the telephone 100 and, in addition, can remove the complicatedness of changing action setting, because the action setting of the telephone 100 can be changed automatically or semiautomatically.
