PROBLEM TO BE SOLVED: To provide an accommodating structure of a heater for a kotatsu (foot heater) set in floor capable of improving safety by not exposing a heater face. SOLUTION: The whole area of a face (lower face) not incorporating a cord heater 60c of a soaking plate 60b, including an outer peripheral end part T to a partial area T1 of the other face of the soaking plate 60b, is covered by non-woven fabric 60a.
