The device has a case (1) containing a roll of garbage bags, and including a slot (3), on its upper side, permitting to pass the bags one by one. The slot is partially covered by a protecting flap. A protecting sheet (4) is spread out in base of a garbage can in order to isolate the case and the base from wastes. The case is fixed on the base of the can, with the help of adhesive material (7) placed in lower side of the case.
