A saturable absorber manufacturing method comprises the following steps of: forming an optical waveguide array including a plurality of optical waveguides on a wafer; forming an over-cladding layer for surrounding at least one portion of each of the plurality of optical waveguides; arranging a saturable absorption material in an area which can interact with an attenuation field of light which guides waves of the at least one portion of each of the plurality of optical waveguides; and cutting the wafer to be separated into a plurality of optical waveguide type saturable absorbers in correspondence with the plurality of optical waveguides, respectively.
