PROBLEM TO BE SOLVED: To provide a communication control device, a communication system and a communication control method for securing communication between disaster areas and their support areas.SOLUTION: The communication control device includes: an acquisition section for controlling one or more relay devices for relaying communication between a plurality of communication devices channel-connected to one or more communication terminals within areas different from each other to acquire disaster information about a disaster; a specification section for determining support areas of disaster areas from the acquired disaster information, and specifying communication devices channel-connected to the one or more communication terminals within the disaster areas and the support areas among the plurality of communication devices on the basis of area information showing the area of each of the plurality of communication devices; and an allocation section for allocating channels for housing communication data of each of the one or more communication terminals to a communication line among the specified communication devices among communication lines of one or more relay devices connected to the specified communication devices more than the other communication lines.SELECTED DRAWING: Figure 1
