The present invention relates to a side-view mirror mounted with a video monitoring camera and a gyro sensor, which rotates the side-view mirror for a driver to safely observe a rear side by calculating a rotation angle when a vehicle rotates and records a rear blind spot and has a video monitoring camera having a recording function of video recording of a black box and a video monitoring device constituting the same. According to the present invention, the side-view mirror comprises: a mirror module having a mirror case which receives a rear-view mirror, a connecting rod which connects the mirror case to a vehicle, and a linker protruding from the mirror case to be inserted into the connecting rod; a first motor installed inside the connecting rod; a rotary shaft rod rotating by receiving rotational force of the first motor, fixed in the linker for the linker to rotate, and having a screw thread in a lower part; a second motor having a nut which elevates or descends up and down in accordance with a rotational direction of the rotary shaft; a second motor having a nut which elevates or descends in accordance with a rotational direction of the rotary shaft; a flexible cable which rotates by receiving rotational force of the second motor; a bevel gear for power installed inside the mirror case to rotate by receiving the rotational force of the second motor by the flexible cable as a medium; a gripper gripping and supporting the bevel gear for power to allow rotation and leaner movement and having a launch spring which launches the bevel gear for power; and a video camera having a bevel gear for a camera installed inside the mirror case to rotate in engagement with the bevel gear for power.
