PURPOSE:To separately transmit plural files from an operating station and to omit a troublesome generation operation by storing initializing information by setting a start address to a point in a program having a superordinate func tion, when a transferred program is a program having a subordinate fucntion of a hierarchical structure. CONSTITUTION:An operating station 1 executes a transfer by an edited program unit, and a control station 2 sets its start address and initializing information, when the transferred program is a program having a superordinate function. On the other hand, when the transferred program is a program having a subordinate function, its start address and initializing information are set to the inside of the superordinate program. In such a way, as for the work for adding and changing the function of the control station 2, it will siffice that its program file is only stored in the disk in the operating station 1, therefore, the work for generating plural pieces of program files and actuating a generation can be omitted, and the efficiency is improved.
