<P>PROBLEM TO BE SOLVED: To provide a bankbooks issuing device for personal certification, which can prevent the taking of the printing content to a printing surface for the recording content to a memory medium from developing. <P>SOLUTION: At the issuing of the bankbooks for personal certification equipped with an IC chip, the printing to the printing surface and the recording to the IC chip are performed in one and the same device.
