<P>PROBLEM TO BE SOLVED: To provide a hydrogen-generating medium with large reducing reaction rate and hydrogen-generating reaction rate, endurable against repeated oxidation/reduction without lowering activity, and a method for producing hydrogen by efficiently decomposing water with the medium. <P>SOLUTION: This hydrogen-generating medium generates hydrogen on contact with water, water vapor or a gas containing water vapor, and is characterized in that the precursor of the hydrogen-generating medium is an acicular iron oxide particle coated with an Al compound. The coating amount of the Al compound is preferably 1-15 mol% of total metal ions constituting the acicular iron oxide particle coated with the Al compound, being the precursor.
