PROBLEM TO BE SOLVED: To quicken a scanning speed and minimize a time which is not used for discharging, but wasted by separating the electrodes of a panel into two groups, and applying scanning pulses having the positive polarity to one group and scanning pulses which have the same amplitude and different sign to the other group. SOLUTION: The whole panel is divided into an upper screen and a lower screen. The electrodes of the upper screen are denoted as S and C and the electrodes of the lower screen are denoted as S' and C'. In this case, the electrodes C and C' are common electrodes and implement only a sustaining function and the electrodes S and S' are scanning electrodes and implement the sustaining function and a scanning function. Pulses with the negative polarity are inputted to the electrodes S and C and pulses with the positive polarity are inputted to the electrodes S' and C'. Thus, the electrodes are separated into S and C, and S' and C' and their voltages are made opposite in polarity. Consequently, while the sustaining pulses are applied to the upper electrodes S and C, the lower electrodes S' and C' as the electrodes of the other group can be scanned.
