PROBLEM TO BE SOLVED: To provide a solid-state image pickup device capable of high speed photographing not attended with deterioration in a characteristic of a transfer efficiency or the like by transferring read charges vertically without increasing a drive frequency and to provide a camera provided with it. SOLUTION: A read pulse is applied only to an electrode V1A of a vertical transfer section 2 for N times for one frame period to read signal charges only from photoelectric conversion elements 1 of 1st row-k-th row, a vertical transfer signal is applied between the read pulses for k-times to output only signal charges by k-rows to a signal charge detection section 4 via a horizontal transfer section 3. Thus, high speed photographing at a multiple of N is realized, where video signals by k-rows are outputted for N times for one frame period.
