PURPOSE: Provided are packing paper having a heat insulating function and a sack, for packing ices, produced with the packing paper, thereby, storage and transfer of the ices are easy. CONSTITUTION: The packing paper(11) is produced by a process comprising the steps of: coating the one face of a transparent OPP film(11a) or PET film with aluminium(11b) and then drying the aluminium coated film by hot blast at a temperature of 50-100 °C; spreading a liquid PE film agent(11c) on the surface of the heat dried aluminium coating and then drying the PE film agent by cold blast at a temperature of 0-30 °C; heating and compressing a foamed resin film(11d) to the surface of the cold dried PE film by using a heating roller having a temperature of 150-300 °C; heating and compressing an HD film(11e) to the surface of the foamed resin film by using the heat roller having a temperature of 150-300 °C.
