PURPOSE: A transparent and fair instant lottery system and method is provided to guarantee randomness and to offer the lot method and winning percent to users. CONSTITUTION: A user logs in a site that promotes a specific event(S11). The site synchronizes the time of the user, records access time by the unit of 10 milliseconds and informs the user of a lottery rule(S21). The user carries out an application assignment(S12). The site inputs application time by the unit of 10 milliseconds. Based on the application time, the site judges the status of winning and notifies the user of a winning result(S22). After acknowledging the result(S13), the user verifies the result to confirm its exactness(S14) or performs the application assignment again(S15).
