PROBLEM TO BE SOLVED: To prevent a digital noise in a digital output of a data output by avoiding pulse width distortion and each bit loss at start of a data packet. SOLUTION: The circuit device 100 is provided with a reference threshold value detector 20, a threshold value circuit 30, a detection circuit 40, and a control circuit 50. The reference threshold value detector 20 is provided with at least one resistor 22 having a variable resistor R that is used to generate a reference threshold value signal from an input signal and at least one capacitive element 24 placed at a post-state of the resistor 22 and having a capacitance C. The resistor 22 is brought into a high resistance state to avoid discharge of the capacitive element 24 at a time interval Taus for overshoot and/or pause and or interruption or brought into a low resistance state at a time interval not for overshoot and/or pause and or interruption.
