PROBLEM TO BE SOLVED: To prevent vibration resulting from imbalance in the driving system and reduce noise in a vehicle caused by vibration in a truck for the railway vehicle. SOLUTION: Granular materials 41a, 41b having a specific gravity heavier than a lead base material are charged into a quiet link 40 connecting a joint member 25 of a car body 20 and a truck frame 11 and the granular materials 41a, 41b are periodically taken out of the inside of the quiet link 40 to carry out the surface treatment of the granular materials 41a, 41b and then they are again enclosed into the quiet link 40. In this way, the vibration control effect can be retained and the cycle cost of the granular materials 41a, 41b can be reduced. Moreover, the granular materials 41a, 41b periodically taken out may be mixed with newly surface treated granular materials to obtain the same effect.
