PROBLEM TO BE SOLVED: To solve a problem that auxiliary data packets cannot be returned back to originally multiplexed positions when the system conversion is repeated among a plurality of digital video signals because a multiplexing method for the auxiliary data packets differs from digital video signal systems. SOLUTION: In converting a system of a 1st video signal into a system of a 2nd video signal, a 2nd auxiliary data packet comprising a header part including position information at which a 1st auxiliary data packet is multiplexed and a major data part of the 1st auxiliary data packet is generated for the 1st video signal and multiplexed with the 2nd video signal. In converting the system of the 2nd video signal into the system of the 1st video signal, the 1st auxiliary data packet comprising the header and the major data part of the 2nd auxiliary data packet is generated and multiplexed with the 1st video signal at the multiplexed position denoted by the position information.
