Provided are a network access processing method, a network access method, and a device. The processing method comprises: obtaining resource allocation information of an access signal group, the resource allocation information comprising: transmission resources required by a terminal for transmitting an access signal on resources corresponding to the access signal group; access response resources corresponding to the access signal group, the access signal being used for accessing a network, the access response resources being used for indicating resources used by a transmission device of the access signal when receiving a response signal of the access signal; notifying the terminal of the resource allocation information. The present technical solution solves technical problems in the prior art such as disordered network access processes caused by it not being possible to limit terminal behaviour, and thereby improves the stability of a network access process and increases access speed.
