The present invention relates to a method, device, and system for cell power loading. The method comprises: acquiring a network parameter of a base station, calculating an actual load power of a cell on the basis of the network parameter of the base station; generating a radio link establishment signaling message on the basis of the calculated actual load power of the cell; transmitting the radio link establishment signaling message to the base station, thus allowing the base station to establish an analog user on the basis of the radio link establishment signaling message and to configure a resource for the analog user, and loading a designated transmission power. The present invention allows rapid network-wide cell load loading and also allows rapid network-wide cell load unloading.
