PROBLEM TO BE SOLVED: To improve system efficiency by restraining a lost still picture transmission/ reception and not ensuring a new still picture holding area in a device in the case where a transmitting/receiving still picture is mutually held even between initially- connected still picture transmitting devices. SOLUTION: A still picture identifier receiving part 11, if receiving an identifier from a communication path, confirms that it is one of all kinds of corresponding identifiers, and transmits the identifier to a still picture identifier check part 12. Here, it is compared with an identifier held in a still picture identifier management area 14, and if the identifiers agree, a still picture identifier is transmitted to a still picture receiving control part 22, while if they do not agree, a still picture disagree identifier is transmitted to the part 22. In one of the processing, a still picture holding identifier is transmitted to a still picture identifier transmitting part 13 to inform its receiver holding the still picture of that identifier and then stops the receiving processing of the still picture. In the other processing, a transmitting still picture response identifier against the disagreement of identifier is transmitted to an identifier transmitting part and waiting that a still picture reception from a still picture receiving part 21, and stores the received still picture in a still picture holding area 31.
