PROBLEM TO BE SOLVED: To provide complete control even if a communication path is in a communication failure state temporarily by making a transmitter transmit a control schedule, making a receiver receive and store the control schedule, controlling load according to the signal of the control schedule, and confirming that control operation is conducted properly. SOLUTION: A transmitter 1 transmits a control schedule signal through a transmission path, a receiver 2 receives and stores the signal of the control schedule, controls load 5 according to the control schedule signal and confirms that control operation is conducted properly. If no control is made according to the control schedule signal, the receiver 2 conducts control again. If not, it is taken as failure for storage, and the failure stored according to an operating confirmation signal is returned to the transmitter 1. It is thus possible to provide complete control, find out some failure early, and clarify possible causes even if the transmission path is in a communication failure state temporarily.
