PROBLEM TO BE SOLVED: To allow an operator to skip the step of describing an interrupt inhibiting permitting instruction in consideration of the priority of a processing program acting as an execution unit and to minimize the occurrence of a useless interrupt inhibiting period. SOLUTION: Inhibitation determination processing and permission determination processing are executed before or after an operation step of control data as global variables. In the inhibition determination processing, the priority P of a task being executed is compared with the priority corresponding to the control data to be operated (S200, S210, and S220) and, only when the control data to be operated have the possibility of being operated by a high order task, interrupt is inhibited (S200: Yes, S230). When the operation of the control data is completed, permission determination processing is executed to determine whether interrupt is inhibited or not (S300), and only when the interrupt is determined to be inhibited, the interrupt is permitted (S310).
