PROBLEM TO BE SOLVED: To realize convenient use of an arm member having a terminal pivotally fixed on the fixed side of a ceiling in a building so as to rise and fall to maintain it in a condition in which it is along the ceiling when not used without demanding skill and experience. SOLUTION: In a hooking and fixing structure of the arm member whose terminal is connected to the fixed side 4 of the ceiling in the building through a bracket 11 and whose tip is a free end and which has a power pack 2 whose one end is connected to the terminal side of the arm member 1 and whose other end is connected to the fixed side, a stopper means 3 is provided between a section close to the tip side in the arm member 1 and the fixed side 4, the stopper means is set so as to release a stopper function when the elongation of a hydraulic cylinder 21 constituting the power pack 2 is started and provide the stopper function when the hydraulic cylinder 21 is shrunk most, and the bracket 11 provided continuously with the terminal of the arm member 1 is set so that the arm member 1 advances and retracts in a substantially horizontal condition for the fixed side 4 when the elongation of the hydraulic cylinder 21 is started and it is shrunk most.
