An apparatus for recovering the characteristics of a fuel cell system, and a method for recovering the characteristics of a fuel cell system are provided to allow the water remaining at a cathode to be discharged forcibly by injecting a purging gas, thereby improving the efficiency of a fuel cell system. An apparatus for recovering the characteristics of a fuel cell system provided with an electricity generation part comprising a membrane(12) which comprises an anode(16) and a cathode(14) exposed to atmosphere at both ends, comprises a purging gas supply part(40) which supplies a purging gas to the cathode. Preferably the apparatus comprises further a supply channel for supplying a purging gas to the anode from the purging gas supply part. Preferably the purging gas comprises an inert gas, hydrogen or their mixture.
