A monitoring system and a monitoring method are provided to find an illegal person in area in which person enters and exits in ordinary times. A photographing device(1) photographs a predetermined area. An object detecting device detects information about an object corresponding to an image taken by the photographing device. A wireless terminal is maintained by a legal person. A wireless receiver receives a signal wirelessly transmitted from the wireless terminal existing in a predetermined area. A terminal detector(12) detects information about the wireless terminal based on a signal received by the wireless receiver. An illegal person detecting device(13) detects information about an illegal object based on the information detected by the object detecting device and the information detected by the terminal detector.
