Provided are a device, a communication system and a base station collaborative management method, which are applied to a networking scenario of a distributed cloud-radio access network (C-RAN). By comparing an actual remote distance between an RRU and a correspondingly accessed DU with a first remote capability value of the RRU, a time sequence of the DU is adjusted to be corresponding to the first remote capability value or a second remote capability value, so as to guarantee the normal access of the RRU and improve the access rate of the RRU under the networking scenario, and thus when a remote capability value of the DU is the first remote capability value, the DU can be involved in collaborative communication between base stations, to obtain collaborative benefits.
