A cell handover method and system. The method comprises: a wireless operation and maintenance center configures, according to communication conditions of a cell, level offset values, in which the level of a neighboring cell is lower than the level of a serving cell, having a mapping relationship with the level of the serving cell and being tolerable by the serving cell in case of a handover, and synchronizes the level offset values to a base station controller; the base station controller acquires level values downstream of the serving cell and the neighboring cell, and selects a corresponding level offset value according to the level value downstream of the serving cell; and determine whether the sum of the level value downstream of the neighboring cell and the level offset value is greater than or equal to the sum of the level value downstream of the serving cell and power compensation, and if yes, select by screening the neighboring cell satisfying the condition for handover. |
