<P>PROBLEM TO BE SOLVED: To provide an optical information recording apparatus in which recording power corresponding to a state in which information is recorded actually in a recording medium can be decided. <P>SOLUTION: In an optical information recording apparatus 1, when data is recorded in an optical disk 50, laser power of a laser pickup 36 is decided in accordance with the number of over-writing of data in the optical disk 50. Further, target modulation degree is stored in a flash memory 42 being related to the number of over-writing of the optical disk 50.
