PROBLEM TO BE SOLVED: To provide a process cartridge and an electrophotographic apparatus that further restrict occurrences of image defects such as white stripe and irregularities.SOLUTION: The surface layer of an electrophotographic photoreceptor contains a siloxane compound. An elastic layer 2 of a charging member contains a polymer having a unit derived from alkylene oxide, and conductive particles. The surface of the elastic layer of a charging member has an exposure part in which conductive particles are exposed from the elastic layer. The surface of the elastic layer of the charging member containing the conductive-particle exposure part is covered with a surface layer 3 of the charging member. The surface layer of the charging member contains binding resin and resin particles 102 dispersed in the binding resin. The surface of the surface layer of the charging member has a plurality of projections derived from the resin particles. When the resin particles in the surface layer of the charging member are orthogonally projected on the surface of the elastic layer of the charging member, portions of the charging member other than the resin-particle projection parts of in the surface of the elastic layer overlap the conductive-particle exposure part. |
