<P>PROBLEM TO BE SOLVED: To provide a belt device capable of accurately controlling the speed of a belt used for image formation and so on and hindering misalignment of visible images affected by the speed of the belt, and to provide an image forming apparatus having the belt device. <P>SOLUTION: A second scale seal 84a is marked on the joint of first scale seals 10a, and a second scale sensor 83 for detecting the graded scale of the second scale seal 84a is provided. The second scale seal 84a on the joint of the first scale seal 10a is detected by the second scale sensor 83.
