SOLUTION: By detecting the multiplex end of the input stream by a packet multiplex part 108 and feeding back a multiplex end report to a multiplex time management part 109, the multiplex time management part 109 decides the multiplex time at the point of time when the other stream referring to the multiplex end time of the stream is present and a multiplex start/end instruction is originated to packet generation parts 101-107 and the packet multiplex part 108.
