PROBLEM TO BE SOLVED: To provide an image forming device that prevents toner from dripping on a toner-image carrier. SOLUTION: The image forming device of an orthogonal transfer system in which a toner image carried on the toner-image carrier 1 stretched by a plurality of rollers in a direction orthogonal to the direction of the carrying of printing paper 5 is transferred to the printing paper 5 by means of a transfer opposite roller 4 in the direction orthogonal to the direction of the carrying of the printing paper 5 and the toner image transferred to the printing paper 5 is fixed, the developing roller 11 of a developing means 7 develops the toner- image carrier 1 within the area where the surface of the toner-image carrier 11 looks down and also within the area where the transfer opposite roller 4 is not hindered from running.
