PROBLEM TO BE SOLVED: To reduce the amount of the storage required to convert a print descriptive language(PDL) into a raster picture and to reduce jaggies. SOLUTION: The device is provided with a command separating section 11 which is an inputting means to input character/line drawing data representing characters or line drawings, a multivalue character processing section 12 which converts the character/line drawing data into first code data having a run length coding system as the picture data having a higher resolution than an output resolution and converts the first code data into second code data having a run length coding system as the picture data having a resolution same as an output resolution using different conversion methods in accordance with the contents of the first code data and a synthesizing section 16 which converts the second code data into raster picture data.
