PROBLEM TO BE SOLVED: To provide a carbon dioxide decomposing means which is hardly limited on installing it. SOLUTION: The carbon dioxide decomposing apparatus 1 comprises a substrate 1a having a depression formed in the upper surface thereof, a blue-green algae culturing layer supply pipe (photosynthesizing microorganism culturing layer supply means) 1b which supplies a blue-green algae culturing layer to the depression, a blue-green algae culturing layer discharging pipe 1c which opens in the bottom of the depression, and a blue-green algae culturing layer discharging valve 1d which defines the amount of discharge of the blue-green algae culturing layer in the blue-green algae culturing layer discharging pipe 1c.
