A knee bolster, a method for protecting legs of a passenger, and a vehicle having a knee bolster are provided to absorb effectively the impact energy by regulating the input direction displacement of the vehicle width direction in a collision of a knee unit via installing a vehicle width input displacement regulating unit. A knee bolster, a method for protecting legs of a passenger, and a vehicle having a knee bolster comprise the knee bolsters(10). The knee bolsters absorbs the energy in collision by converting a knee unit of the passenger, to include a vehicle width direction input displacement regulating unit(11) facilitating the transformation of the knee bolsters by regulating the input direction displacement of the vehicle direction via when the knee unit is collided, and an upper and lower direction input displacement absorption unit(12) facilitating the transformation of the knee bolsters by absorbing the input direction displacement of the vehicle upper and lower direction in a collision of the knee unit.
