<P>PROBLEM TO BE SOLVED: To obtain an apparatus for encoding motion pictures which can be packaged in a portable camera apparatus, reduces the number of times of operation for motion vector search and operates with low power. <P>SOLUTION: A coding apparatus comprises: a coarse vector operating means 243 for determining a coarse vector from a resolution reduced image; a differential operating means 244 for determining a luminance level difference by comparing an input image with a reference image; a differential storage means 245 for storing the luminance level difference; an average operating means 246 for determining an average of luminance level differences; and a control means 247 in which, when a luminance level difference at a new reference position is stored in the differential storage means in calculating a new average luminance level difference on the basis of a position to which the encoding apparatus moves from the reference position in a direction of the coarse vector for the unit of a pixel, the average luminance level difference is calculated using the luminance level difference, and when the luminance level difference is not stored, the luminance level difference of pixels is calculated. <P>COPYRIGHT: (C)2009,JPO&INPIT |
