PROBLEM TO BE SOLVED: To attain durability of a cam surface and smooth slide at adjustment of a tilt position or at adjustment of a telescopic position, and to reduce hitting sound when a projection part of a fixed cam is abutted on a groove end part of a tilt position adjustment long groove or a telescopic position adjustment long groove at a tilt position adjustment end or a telescopic position adjustment end. SOLUTION: Since a cam member 61 of the fixed cam 6 is formed by a material having large hardness and small friction coefficient, durability is large and operation force of an operation lever can be reduced. Further, since a turning-stop member 62 of the fixed cam 6 is formed by a synthetic resin having smaller hardness than the cam member 61, it can be smoothly slid along the tilt position adjustment long groove 35 or the telescopic position adjustment long groove 16.
