PROBLEM TO BE SOLVED: To enhance design of a finished outer appearance in a finishing work for an external heat insulating structure substrate of an external wall surface of a building. SOLUTION: On an external heat insulating structure substrate wherein a heat insulating material layer is provided on a wall body material of an external wall surface of a building, a decorative sheet building material composed of a reinforcement material layer and a decorative material layer are executed with an adhesive material layer therebetween. The decorative material layer is preferably formed either of a composition 1 containing a binder or a colored aggregate, a composition 2 containing a binder, a coloring pigment and powdery granules, a multi-color pattern coating material 3 or combination of them.
