PROBLEM TO BE SOLVED: To provide a charge applying roll for suppressing generation of meandering and weaving by the static electricity force by providing the charge to an electric insulating sheet so that any meandering and weaving of the sheet does not occur, and a manufacturing method of a sheet roll body. SOLUTION: A charging unit 2 and a non-charging unit 3 with different volume resistivity on a circumferential surface of a charge applying roll 1 by the ring-shaped charge applying roll 1 capable of providing the consistent and uniform charging on an electric insulating sheet S. The manufacturing method of a sheet roll body of the electric insulating sheet for performing the charging by the charge applying roll 1 is also provided. Charging is provided at a predetermined charging period irrespective of the film traveling speed, uniform air inclusion is achieved over the entire sheet roll body, wrinkles or dents of the sheet roll body are suppressed, and damages or deposition of foreign matter on the sheet can be prevented.
