A pad holding mechanism (10E) for holding a pad (12) over a particular region of a garment comprises a first length of fabric material and a second length of fabric material operatively secured together to form an interior space therebetween. The first length of fabric material has a plurality of pairs of opposed elongated slits (40A, 40B) located along each of the two opposed outside side edges thereof. The elongated slits (40A, 40B) are sized and shaped to receive a strap (16) associated with a pad (12). The first and second lengths of fabric material may be secured to a particular region of a garment for positioning and securing a pad (12) substantially over the particular region of the garment to which it is secured.
