1. An apparatus for a mobile communication system, the apparatus comprising:
at least one processor and associated memory, wherein the at least one processor is configured to assign a radio resource from a plurality of radio resources for a communication of information between a mobile transceiver and a base station transceiver; wherein the at least one processor is configured to assign the radio resource based on information on a transmission condition between the mobile transceiver and the base station transceiver, based on a first allocation rule of a first operator, and based on a second allocation rule of a second operator; wherein the information to be communicated between the mobile transceiver and the base station transceiver corresponds to a control signal, which is communicated as part of a control channel established between the base station transceiver and the mobile transceiver; wherein the control signal comprises information related to a payload communication on a data channel.
