The plant for driving hydroelectric turbines is characterised by the flow of liquid fed from the tank (3) that is needed to drive the turbines being maintained with the help of the continuous low vacuum generated in the tank (1) by the liquid pump (9). The one turbine is driven by the current generated in the riser (4), the other by the current created in the downcomer (5) by the pump (9) pumping from tank (1) into tank (2). The cover (10) and the valves (6, 7 and 8) serve to start up and operate the plant. The pressure in tanks (1) and (2) is constant.
