<p>PROBLEM TO BE SOLVED: To generate still picture data having quality higher than that of interlaced moving image data. SOLUTION: A bottom-bottom residual (total sum of differential absolute values) Eb, top-top residual Et and bottom-bottom motion vector B, which are specified between a block consisting of an objective frame and prescribed blocks corresponding to preceding and following frames, are calculated and when any one of both residuals exceeds a prescribed value, that block is decided as a moving image block and when both residuals are less than the prescribed value, the length of the motion vector exceeds the prescribed value and a residual Ebt after motion compensation is less than the prescribed ratio of non- compensated error E0, further, that block is decided as the moving block but when the result is not corresponding to any case, that block is decided as a still picture block. In the moving image block, still picture data in the block are generated by using one field data and in the still picture block, still picture data in the block are generated by using both field data.</p> |
