PROBLEM TO BE SOLVED: To obtain a signal processing system capable of highly following up a quick rate of change and prevented from being influenced by the variation of a signal in a stabilized state. SOLUTION: A control signal S is inputted to a change rate limiter 10 and noise is cut out from the control signal S by a rate set up in the limiter 10 so that the system follows up a high change rate, and in a stabilized state, execute stable signal processing at a small change rate. A subtractor 1 finds out a deviation between the signal S and a signal processed by a change rate limiter 3 of which rate is set up through a switch 4 and a deviation upper/lower limit checking circuit 5 and inputs the deviation to a signal generation circuit 2. The circuit 2 generates a rate signal for reducing a change rate when the deviation is included with a range of±3% and setting up the change rate to 100%/min when the deviation is larger than±3%. Since the limiter 10 executes signal processing at the 100%/min change rate in a large deviation state and at a small change rate in a small deviation state, a control signal N prevented from being influenced by the variation of a signal is outputted in a stabilized state.
