PROBLEM TO BE SOLVED: To provide a method for forming cylindrical soil improving bodies and a soil mixing apparatus for implementing the method. SOLUTION: A rotary center of a main body 2 of a soil mixing apparatus is set at a central location of a cylindrical soil improving body to be formed. As the main body 2 is rotated, a rotation axis for soil mixing, attached to a leader 3 at a front surface of the main body 2 is repeatedly moved upward and downward, or the leader rotatably hung from the front end of a boom of the soil mixing apparatus is set to the central portion of the cylindrical soil improving body to be formed. As the leader is rotated, the rotation axis for soil mixing, attached to the leader is repeatedly moved upward and downward.
