PROBLEM TO BE SOLVED: To provide a more flexible service to a cable terminal through the use of the flexible bandwidth of a data network by providing first and second remote line units, access network head end, etc., for varying the ratio of the bandwidth depending on a prescribed condition. SOLUTION: An access network head end 208 assigns a larger number of bandwidth to a remote line unit 218 handling a business canvas 240 during daytime and assigns a larger number of bandwidth to a remote line unit 216 handling a residence district 232 during nighttime. Thus, the assignment of the bandwidth is dynamically varied between the line units like this. For example, when a fire or another disaster occurs in the district 232, in order to support activities in an emergency, a larger number of bandwidth through a data network 214 are temporarily assigned to the district 232. Then, the unit 216 provides a telephone service to analog telephone sets 224, 228 and a digital telephone set 230.
