PROBLEM TO BE SOLVED: To perform pyrolysis of a noxious substance in exhaust gas with high efficiency and with a cost being suppressed. SOLUTION: This device is a discharge unit being stack structure wherein a plurality of discharge element comprising a lateral long square cylindrical outer member, consisting of a means to introduce exhaust gas and an external electrode or dielectric and an external electrode disposed on its outer surface; a plate-form internal electrode disposed at the central part of the internal space of the outer member; and a support body to securely hold the internal electrode at the outer member are stacked. Further, this device comprises an exhaust gas discharge treatment means wherein a space part between the outer member and the internal electrode forms an exhaust gas passage; a power source for performing electric discharge by energizing the electrode; and a means to discharge exhaust gas subjected to discharge treatment. Preferably, a means to introduce exhaust gas is a provided with a means to treat exhaust gas into a oxygen-free state between this means and the exhaust gas discharge treatment means.
