<p><P>PROBLEM TO BE SOLVED: To ensure a highly secure anonymous communication channel by selecting a reliable server for the anonymous communication path, from a network where reliable servers for anonymous communication channels and unreliable servers for anonymous communication channels intermingle. <P>SOLUTION: To prevent transmission and reception of a password, a content, and public keys etc. accompanying those from being intercepted, an access is made from a program for private use (henceforce this is stated as a peer-to-peer type anonymous proxy) started up by a user and having the property of an anonymous proxy usable by the user and others in common, to a peer-to-peer type anonymous proxy started up by another person, and an anonymous communication channel for performing data transmission and reception with a server is constructed temporarily. To prevent others from knowing at this time, the user receives an authenticating password, and another anonymous communication channel is newly constructed after that. If the password coincides, the point is decided as a reliable relay point, and a highly secure anonymous communication channel is ensured.
